James Wayne Mercer was Executive Vice President of Tetra Tech (GEO) and founder of GeoTrans, Inc. since 1979 and was Research hydrologist at the U.S. Geological Survey from 1972 till 1979.

Jim was the author of several important texts as well as numerous reports and papers, including
